how to get the tool bar thing on the top of your desktop on a deal inspiron?

i got a new computer and it’s a dell inspiron. when you log on to your account, on the desktop page there is a list of icons at the top of the screen. examples: internet explorer, pictures, web cam & stuff. my brother downloaded the wireless printer and the tool bar thing disappeared. does anyone how to get it back? i would like to use my web cam and stuff.

You should be able to find the shortcut to restart that in the Start menu.
